bunko adbc93c7b9 Read mayor's-order numbers from the body text too 
The county page now renders the order <h3> empty (w-dyn-bind-empty)
and only names the order in the body ("Pursuant to Mayor's Order No.
2026-22, ..."), so fetch_latest_mayor_order() found nothing and the
Mayor's Order card was silently blank. Fall back to the body text.
